Saudi Arabia Unveils Localisation Strategy for 269 Professions

The Ministry of Human Resources and Social Development (HRSD) in Saudi Arabia, in partnership with the Ministries of Health, Commerce, and Municipalities and Housing, has announced an ambitious plan to enhance localisation across 269 professions. This initiative spans various sectors, including dentistry, pharmacy, accounting, and technical engineering, with the aim of creating expanded employment opportunities for Saudi nationals across the Kingdom.

The localisation measures, designed to align with Saudi Arabia’s Vision 2030, will be rolled out in phases, ensuring gradual implementation to meet sector-specific requirements.

Localisation in Pharmacy Professions

Starting July 23, 2025, localisation rates for pharmacy-related professions will increase in collaboration with the Ministry of Health. Companies employing five or more pharmacists will be required to comply with the following localisation targets:

  • 35% for community pharmacies and medical complexes
  • 65% for hospital pharmacy operations
  • 55% for other pharmacy-related activities

This decision underscores the government’s commitment to expanding opportunities for Saudi pharmacists while ensuring the pharmaceutical sector’s continued growth and development.

Localisation in Dental Professions

For dental professions, the localisation mandate will also take effect on July 23, 2025, targeting establishments with at least three employees in dental roles. The localisation percentage will be implemented in two phases:

  • 45% by July 23, 2025
  • 55% after an additional 12 months

To further encourage employment in this field, the minimum wage for dental professionals has been increased to SAR 9,000 (approximately $2,400). This adjustment will also factor into the calculation of localisation compliance.

Accounting Professions Localisation

In partnership with the Ministry of Commerce, the HRSD has set a phased timeline for increasing Saudisation in accounting roles. Beginning October 22, 2025, companies with five or more accountants will be required to meet a Saudisation rate of:

  • 40% in the initial phase
  • Gradually increasing to 70% over a five-year period

This progressive approach ensures a smooth transition for businesses while boosting employment opportunities for qualified Saudi accountants.

Technical Engineering Professions Localisation

The HRSD has also partnered with the Ministry of Municipalities and Housing to enhance localisation in technical engineering roles. Starting July 23, 2025, all private sector establishments with five or more technical engineering employees will need to achieve a Saudisation rate of 30%.

Detailed procedural guidelines have been published on the HRSD’s official website, providing employers with clear instructions for compliance and outlining penalties for violations.
